EU Seminar on CAP and Access To Land

29 January 2025, Brussels

This program is designed by the E+ UP SOL consortium and intends to raise our common advocacy skills aiming at improving access to land in Europe for Agroecology. It is open to all Access to Land Network members as well as to its strategic partners and anyone interested to involve in this issue.
Our aim is to build a common and deeper understanding of the history, current state and future
opportunities of the CAP for access to land to the benefit of AgroEcology in Europe.

PROGRAM

9:00 - 9:30 AM : Introduction and welcome session

9:30 – 11 AM : An EU inside perspective on the CAP
With Sophie Helaine, Head of Unit Policy Performance, DG AGRI at European Commission. Sophie
will share and inside view on the CAP and its recent changes. She will also highlight that CAP is a tool
that impacts many other policies and vice versa.

11:00 - 11.30 AM Morning Break

11.30 AM – 12.45 PM Power analysis of an evolving CAP
With Marco Contiero, EU Policy Director on Agriculture at Greenpeace European Unit. Marco will
explain power relations around CAP and what room for maneuver is possible for future negotiations,
what impact can we still hope to have for negotiations between 2024-2027.

1:00 - 2.30 PM Lunch Break

2.30 - 4 PM The longstanding relation between CAP and access to land
With William Loveluck, researcher at Terre de Liens Federation in France, author of a study on the
CAP and land issues published in 2024.

4:00 – 4:30 PM Break

4:30 – 5.45 PM Towards an environmental perspective of the CAP and beyond.
With Germain Haumont, lawyer in public and environmental law, lecturer and researcher at
UCLouvain – Saint-Louis Bruxelles. He will clarifiy how pilar one and two of the CAP function, how the
recent roll back impacted environmental issues of the CAP and how CAP is related to multiple other
EU competences.
